Can I get a refund?

For context, I bought a new account off of etsy that is supposed to come pre-grinded with gems because it was cheap and I wanted something to do without spending a ton of money because I'm broke. They told me there was some issues so they would send it to me within 24-48 hours. It's been 3-4 days and I haven't even gotten any sort of message. (They pretty much ghosted me) I sent them one today so I'm hoping I get a responce by tomorrow but if I don't should I file for a refund? (Mods if you see this I am not trying to offer anything I'm asking for advice)
