Is a 1-star review reasonable?

FedEx person dropped the wrong package at my house and my package at someone else’s home. Luckily I was able to get my package back because the address of the one dropped at my house is where my package was and we did a direct swap. I had to walk and give it to them. I tried to flag the FedEx person down and they just drove off. I feel like if I leave a low star the driver is going to do packages dirty in the future.
