How does eye contact work?

Let’s say you’re walking a street.

You see someone on the same street walking your way.

Sometimes I find myself looking straight, completely ignoring them.

Sometimes I look and find them ignoring me

Sometimes i see both of us ignoring each other

So how does one know when/how to make eye contact?
