Does this workplace behavior seem unusual to you

Policy / Rule Interpretation

Has anyone else experienced inconsistent expectations around schedules or small workplace things in state offices?

I recently asked if I could start a bit earlier on a specific day for an event and was told there’s a set rule about earliest start times for my classification. At the same time, I’ve noticed what looks like different schedules being followed by others in the same classification, so I’m a bit confused about how flexible it actually is.

On another day, there was also a situation where some coworkers were told they could leave early, but I was asked to stay due to my classification. What confused me is that another person with the same classification as mine was included in the group that was allowed to leave.

Separately, there was food brought into the office and it seemed like most people nearby were offered some, but I wasn’t. Later someone even asked me if I had gotten any since there was plenty.

I’m not trying to assume anything negative, just trying to understand if this kind of inconsistency is normal in state workplaces or if it’s worth clarifying further with management.
