EBay account suspended HELP

I sold some stuff on eBay and listed everything as “returns no accepted” someone then requested to return something which I figured as I listed it as returns no accepted I could decline. Obviously I have now discovered this means jack shit as eBay have now suspended my account. How do I resolve this? Am I juts FORCED to give a refund in order to use my account again?
