Is this Covenant Marriage recognized if requirements were not met

I live in a state that recognizes covenant marriages. Someone I know is wanting to take the steps to filing for divorce. If some of the requirements to receive a covenant marriage were not met, such as, pre marital council sessions. Would the covenant marriage still be upheld or possible default to a standard license?
