Help With Finding a Fangame

So, I've been attempting to track down this fangame I played a long time ago, with zero luck. The only thing I can remember about it is that in a certain town, something is happening to a PC in the Pokecenter, and this event happens with a green or pink electrical Pokémon. I know it's a fakemon, and I think it's the only one you can get. Sadly, that's all I know. Any help would be greatly appreciated.
