Atk% 3 cost when paired with s2r1 Mornye?

Hello, my team is s2r1 phro, s4r1 qiuyuan and s2r1 mornye, can I use an Atk% 3 cost + Havoc% 3 cost on phro, since Mornye grants a lot of dmg amplifications?
