KIX tax-free customs check before check-in?

I’ve recently purchased something and notice that they have this regulation https://www.nta.go.jp/publication/pamph/shohi/menzei/201805/pdf/explanation\_eng.pdf. Not quite sure whether this is a new thing. Has anyone flown out of Kansai Airport (KIX) in the past 1–2 months with Japan tax-free items in checked luggage?

Did customs actually check the items before airline check-in, and where exactly did you go for the check?
