Which ROM hack does Jrose use?

Per the title =) I was wondering which rom hack or what the process is that gives you the option to change up the starter and colourschemes and such as seen in his videos.

Small shout to that Pikachu VCR btw! Now I want one but darn they are expensive! Couldn't find the Sansui TV, was that editted? xD
