route 21A

i googled where to get wingull in radical red and it said i can get it very early at route 21A but its being blocked. i googled how to get there and it said you have to beat e4 which i think does not qualify as being "very early". then i saw wingull can be encountered at route 2. basically im asking, where to get wingull or pelipper.
