When to go out with 8 month old baby?

Hello everyone!!! We are FTP to an 8 month old baby and we live in Spain, in an area that is very hot and dry. As we are entering the summer, I wanted to ask if anyone has any suggestions as to when we can go out for walks?

We usually had a walk at 11am and then another one at 6-6.30pm, however it is now getting too hot to be outside at these hours. We started going out first thing in the morning, at around 8am, which is fine as it is nice and fresh.

However, we started going out at 7pm, and it is still too hot. The baby always ends up falling asleep on the stroller. We have bought an umbrella, a fan and a mister, to spray him with water in an attempt to cool him down. The baby always ends up falling asleep though, which messes up with his sleep in the night. Any advice or tips that anyone might have??
