Jesus is very clear that his great commission was for each nation to be made believers, the focus is on nations. The story of the tower of babel shows that nations are a dictat of god - to divide men to keep them humble - against globalism, universalism. While christian charity and consideration is towards all men, there is a clear hierarchy of responsibility - self, family, friends, community... nation, mankind.
