Are brakes worth the PI?

I play without ABS and locking up is quite easy for me.

So the prospect of even stronger brakes doesn't appeal to me especially below S1 rank and I always opt for better tires.

So do i just take better brakes, and learn to brake with them? Are they only meant for higher ranks? Is there some artificial aid where better brakes give you more grip under braking?
