Advice on makeup application/products?

Hi! I'm getting into the gyaru subculture and style (with nuances and combinations with different styles as well but they're not rlly important for the question) and l've been trying to establish some sort of "signature" makeup look for myself.

I LOVE the like, concealer-lip type look but every time i do it, my lips get dried out so quickly which I hate. Does anybody have any tips for mitigating that or at least lessening it? I've tried applying chapstick beforehand and it does basically nothing once I've got the concealer on, and I have the same issues with lipstick so I feel like getting a concealer-colored lipstick wouldn't really help.
