The true meaning of Leclerc's new contract.

While I was debating to myself whether to post this under a results thread or possibly statistics the real question and discussion that I would like to hear everyone's opinion on is why Scuderia Ferrari HP resigned Charles Leclerc. I believe contractually he will paid roughly $10million less than Lewis Hamilton per year and the team is already starting to prioritize Lewis in car design and set up. Are Ferrari trying to keep Charles' hopes up while behing the scenes they help guide Lewis to better results thsn him? I think so. What do you think?
