(Dialogue or Discussion) Leadership vs. System: Does the ruler matter more than the regime?

Hello everyone,

Here is a philosophical take on Suzerain and Rizia:

I believe that the specific political system of a country doesn't actually matter. Whether it is an absolute monarchy, a democracy, or a dictatorship is secondary. What truly matters is the individual ruler—their personal mindset, leadership capability, and vision.

A brilliant and capable leader (like Romus Toras or Anton Rayne in their best runs) can guide their people to a golden age of welfare and prosperity regardless of the system. Conversely, a flawed system can still thrive under great leadership, and a perfect system will fail under a weak leader.

What are your thoughts on this? In your runs, do you focus more on changing the system, or simply being the ultimate leader who gets things done?،"In my opinion, it is the individual leader who drives everything; what matters is the leader, not the system.
