Received my UPS brokerage charge, anyone else?

I ordered 3 items from aliexpress May 20th, not even $10 worth, using coins and discounts-

Lo and behold, I got some mail yesterday from UPS, saying I owe them $10 in brokerage charges… so weird.

I’ve been buying from Aliexpress since November. I’ve spent hundreds of dollars and NEVER received one of these before.

Anyone have any idea how to dispute or who to bring this up with? It feels wrong. I most certainly do not want to pay more in fees than I did for my package, especially for a service I didn’t agree to.
