Can I sue my Mom for not getting me a medically necessary jaw surgery when I was a child?

When I was 9 I was diagnosed with a "sliding jaw" and my mother was told that not correcting it would result in me having dental issues as an adult. She chose not to get me the surgery. Now, over 20 years later, I am experiencing these dental issues but do not have the money for the jaw surgery. Alberta Healthcare will cover some, but the out of pocket costs are upwards of $10,000. Am I able to sue to have my mother cover the costs?
