Controller can't be powered with 5V

I bought a GL-SP1-208P controller to control some 5V LED strips via Zigbee. The specs on the controller say input voltage is 5, 12,24V but the controller doesn't power on with 5V.

It does power on with a 12V power supply.

Am I missing something?
