Issue with all tc hotkey while building tcs

While a tc is being built, selecting all tcs will not allow queuing of vills (or wheelbarrow etc) for existing tcs. The only button in the grid is cancel rally point. For now if I build a tc I have to cycle through individual tcs to queue vills but of course this snaps the camera to that tc. This is a problem I’ve had for several updates. I have tried remapping the hotkey and setting it to default.

I play on Xbox series x using mouse and keyboard.
