EU261 Valid?

Hi,

Not really sure on how to check if I’m able to file for a EU261 complaint so I figured I’d ask here for any similar experience.

Yesterday I was flying with Norwegian to Nice.
As we were approaching the airport our pilot aborted the landing and told us it was due to low visibility.
Using Wi-Fi I went to flightradar to see if other planes did the same thing and I could see one more plane aborting.
We went for a second try and aborted again.
Our pilot steered to Genua, Italy, where we landed instead.
Meanwhile I could see that all of the other planes right after us began to land at Nice, so did the SAS plane that lifted from ARN 15 minutes after us.
Apparently our plane was low on fuel, but the crew kept saying it was for our safety.

Could it simply be that our plane was low on fuel and they had to land on the nearest airport ICE? I was more than 5 hours late to Nice, due to being stranded in Genua.
I shall also add that the weather and visibility was way worse when we finally landed… :)

Would this experience/delay be EU261 eligible?
