Welfare doesn't help unemployment radicalism

As a Qingmaxxer I have noticed that welfare prevents my unemployed pops from starving but does nothing at all for the radicals.

This seems kinda stupid. I get that unemployment should still generate some radicals even if welfare but welfare should blunt it.
