Need nyc coop lawyer for disabled, low income senior

I have tried legal aid and the bar association and they don’t have help.

Location: NYC. Senior with mild disability who’s low income and on state aid needs guidance in dealing with her board about a noise issue. The board has a history of being obstructive and obfuscating and we need guidance in how to approach them. Said senior is eldest in building and the noise issue violates numerous statutes in the governing documents.
