Upgradation rounds (boards)

I got my FIFTH priority which was ECE(ACT) but i want ECE which was my FIRST priority. I have got the offer letter for ece(act) in which i have to give 175k

My doubt is do i have to pay 175k for upgradation or i dont need to do anything ?
