Hey sbi does give loan for the blocked account but most managers are not aware of the policy .The scheme name is sbi Global Edvantage educational loan process u can check the policy document they have given a clause clearly stating that disbursement can be done before the visa if the visa issuing authority need amount in the blocked amount prior to the visa they will consider which is clearly mentioned in fhe policy .i attached the official sbi link of the policy take a printout of it and read the 8 point clearly in the policy and go the bank even i was in the same situation and i was able to get funds for my blocked account from sbi but they would be needing a security for example a house etc as a gaurentee and ur credit profile should be good enough snd ur parents as a co applicant . I would suggest u process the loan through wemakescholars they help with the whole process for the documentation to approval for free of cost which is supported by it ministry hope this helps .
