Two human empires or human empire vs monsters empire?

In my world, there are two continents. One is inhabited by humans and governed by an empire embroiled in internal conflict. I am considering introducing another empire on the other continent, populated by creatures and monsters. However, I am uncertain whether to make this empire human or monstrous. I would appreciate your opinions and advice.
