Tourney improvements

There have been plenty of complaints about how tourneys need changing, and I definitely agree with this. At first, I also thought like most players we needed a new league, but I've come up with what I consider to be a better and simpler idea:

- someone awhile back (can't remember who it was or what the post was) suggested a sign up for tourneys, which I could get behind, but it must be done properly. And the only way is to not accept entries 60 minutes before the tournament starts. Now, how do we mitigate the RNG further? Glad you asked....

- give every tower a power rating. Those with similar power ratings are bracketed together. Now, I know people will complain about whales getting grouped together and there will be demotions, but that's where you're absolutely WRONG, because of the next point....

- No demotions to lower leagues!!! In other words, once you get promoted to a higher league, you stay there. No more back and forth piggybacking between legends/champs or champs/plat.
