Small business owners, why do so many shift to Fiverr instead of investing in code ownership?

Every few months I get clients (local shops, service companies) asking for e-commerce or booking sites. The conversation is always the same: they ask for a budget, I quote a reasonable rate for custom work, and half of them leave for a $200 Fiverr gig, only to return months later with broken code.

To solve this for my clients, I shifted my business model: instead of building from scratch every time, I started offering pre-made, production-ready Next.js/Stripe codebases for a one-time fee so they actually own their code with no monthly subscriptions.

But I’m still running into a psychological barrier. Many non-technical owners are terrified of code ownership because of deployment and environment variables, even if I guide them through it.

My question to business owners here: What is your biggest roadblock when it comes to owning your website's source code? Is it the fear of maintenance, or is the subscription model (like Shopify/Wix) just mentally easier to accept despite the long-term cost?
