Did Toriyama change direction during the Babidi spaceship arc?

Looking at the publication schedule, I wonder if Toriyama changed plans during this part of the arc.

Most of the Buu Saga's biggest debates come from this short stretch of chapters:

• Piccolo's power compared to the base Saiyans
• Kaioshin's strength (and by extension, Freeza's)
• Dabra's strength compared to Cell
• Whether Gohan was SSJ2 against Dabra/Buu
• Whether Vegeta already had SSJ2 before Babidi

What makes this interesting is the timing:

• Dec 14, 1993: Chapter 451, "Yakon's Treat"
• Dec 21, 1993: Chapter 452, "Battle Royale"
• Dec 28, 1993: New Year's break NO CHAPTER
• Jan 5, 1994: Chapter 453, "Mighty Mask Shows His Power!"
• Jan 11, 1994: National holiday NO CHAPTER
• Jan 18, 1994: Chapter 454, "We Have a Winner!!"
• Jan 25, 1994: Chapter 455, "A Wicked Soul Revealed"

Chapters 453 and 454 are largely tournament-focused, while Chapter 455 suddenly introduces several statements and implications that have fueled debates for decades.

To me, it looks like Toriyama and his editor may have adjusted the story's direction during this period in order to build toward the SSJ2 Goku vs. Vegeta conflict.
