What is going on with my international package?

I am mailing a package from the USA to Warsaw Poland. The letter was first routed to Miami to be sent abroad, and now it has shown up in New York City after several days of no activity. It says departed WAW which makes it sound like the package went to Poland and got sent back, but wouldn't there also be an arrived in Warsaw tag?
