M12 ratchet seems very weak

I picked up a m12 extended high speed fuel ratchet (1/4" version) with a cp3.0 battery but wondering if there's something wrong with it. It seemed very weak so I tested it against my digital torque gauge. The max it will register on the gauge is about 7 ft-lb in one direction and about 12 ft-lb in the other. Are these thing rated/tested some other way? It feels super super weak.
