Why are fans used for cooling computers?

My IPL device has a wacky cooling technology that makes it freezing to the touch. It’s also not that big, so why can’t we put this inside computers instead of using fans? Fans seem sort of primitive, especially because they blow already hot air and are noisy moving components.
