Looking for advice on hiring an EE or PCB Designer

I need a Digital Video and Audio Recorder PCB that would be connected to a CMOS Sensor and capable of recording motion video and audio with files saved to a MicroSD card.

My project requires both power and video recording functions to be controlled by two tactile push buttons directly mounted to the PCB with an LED light mounted beside each button that would pulse or stay illuminated to indicate function to users. Other important factors are the size of the PCB (40mm x 49mm with 10mm cutouts at 2 corners and thin as possible) as well as the placement of the SD card reader, usbC, 24 pin CMOS connection, tactile push buttons and LED indicator lights. PCB would preferably be powered by a 3.7 Li battery and recharged via a usbC port.

I made a preferred layout diagram and have specs from similar products I have used to test my concept like nanny cams and small spy cameras, however, my project requires a uniquely sized PCB that can be integrated into a component of a slow moving vehicle. My main questions are below and thanks in advance for any constructive feedback.

  1. What skill level should I seek when looking for a designer for this type of project?
  2. Approximately what size budget would be recommended to design this and build 20 PCBs?
  3. Where should I be looking for a designer to work with?
