Can the druid have a minion build while shapeshifting?

Im new to the game and i only tried the witch so far, but i saw that the druid can turn into a wyvern, and i really like dragons/reptiles, but i also really like builds with minions

So i noticed that for the witch to have minions she needs spirit which she gets from the scepter, which you cant use while shapeshifting, is it the same for the druid ?

I do not mind if the build would be sub optimal
