Water bill apparently is high daw but cannot disclose yet how much

So two months kami walang water bill. Initially we thought kasi hindi nagbabayad ng assoc dues ang owner which is true. Yung agent kasi dapat nagbabayad nun. And then it was paid na and I tried to pay the water but sabi hinold daw ang billing kasi may possible leak and the water bill is apaprently high because of it but still could not pay because sa next billing pa daw magrereflect. Hindi rin dinisclose how much. We weren't even informed of this leak.

So both ata nag pag hold ng bill and not pay ng assoc dues ang cause. I think it's unfair but correct me if I'm wrong. Is there a way para mapababa ang babayaran namin? Thanks.
