accomdations

hi I am an intl student with little understanding of how accomdations work in uk. I would appreciate if someone can provide some answers to these questions:
why are there currently almost no accommodations available? what will happen to the people who don't meet their offer? why are the contract lengths different? What is the advantage to a longer/shorter contract? Thx for taking the time.
