Significance of the word "storm?"

"Yet when the storm blows, it refuses to yield"

Why say "storm" and not "wind?" Wind seems like the more logical word choice. Unless they wanted to not have 2 different words spelled the same way (line 11 starts with "wind"), I wonder if there is significance to the word "storm." Thoughts?
