My game refuses to be capped to 60fps

Simple Explanation:
I just got a new laptop. I go to System Configuration and click 60 fps in the framerate category. 73-76 fps.

I don’t remember having this issue on my other laptop, so I’m not sure if it’s a hardware issue or something else (I’m very much not tech savvy). I’ve tried restarting the game, computer, etc. I’m also playing on an additional monitor, but set it up in the same way as I did on my old laptop, where the setting was working. Having extra frames isn’t the worst thing in the world, I guess.
