Shooting Stars: Is there a level you can achieve to gain dust every tick

So I dont fully understand ticks and the mining chance equation too well but I'm trying. Anyways I've been picking away at shooting stars for a while, gonna go till I hit 92 so I can hit amys and do that till I get my gloves then go back to mlm or shooting stars cause I want gem bags. From what I understand mining is done in 3 ticks and if you dont get anything it resets and rolls again, a Dpick puts it done to 2 ticks, and your mining skill determines the percent chance of a successful mine, and at certain mining levels its just numerically 100% to successfully mine something. So extrapolating that to Shooting stars, everytime you successfully get a dust you get XP, so theoretically as you gain levels you have higher chances of getting dust meaning you get more xp etc etc, and I was wondering if anyone knows at what level, if possible, its just 100% which would be the most optimum time to use shooting stars as a grinding method.
