Is Vip ladder bonus completely random?

I thought they give you a ladder bonus at ever 25% completed after you reach Platinum 1, I wagered about 25% of Plat 1 in a week and didn't get one.

Previously when I was gold I only got one ladder bonus and ot was random af 82% or something.
