Runic wars question

I have two pairs of boots, and I runeforged them both. Both had very similar stats beforehand, but one ended up with 250 runic ward, the other 75-ish.

What determines how much base defense gets converted?

This whole system is super annoying btw. Because these nice boots seem bricked.
