question about damage step

so this might be a bit of a silly question, but can you activatie abilites on the damage step? for example, theres a creature with the ring on it, that is 1/2 so i cant block it with anything i have. and then after i declare i have no blockers, as i cant block it. they say, before damage they will buff it to a 16/16. would that be legal?
