Restoring old rocking chair

Hello!

I am an elementary school counselor who was just gifted a rocking chair for my office. It is a painted wooden chair.

I like it a lot, but it's really scuffed up and the paint is chipped off many places. I assume I need to sand it and repaint?

Would one of those kits that attach sanding discs/cones to a power drill be the best choice? Any recommendations?
