Menu opacity stuck in settings (Ps4)

So, in simple terms, I cannot turn down any of the slider bars in the settings menu. Mainly focusing on the menu opacity because my brother went and turned it all the way up and now it is stuck which also affects the chat box opacity.

Any time that I use my joystick or my arrow buttons to move left at all it will immediately drop the cursor down to the "Leave, Respawn, Resume" part of the screen, then if I try to move back up I have to scroll the entire settings menu to get back. The weird part is that there is absolutely no issue with turning the sliders up/moving the joystick or right arrow button, and this left side issue only appears to be a problem on the setting part of the menu.

Please let me know if you know what is going on and or how to fix it so I can go back to normal. This is going to drive me crazy.
