hero movie underground scene

Hey! I was just rewatching the Incredibles and remembered a scene that I thought was in the second film where to keep citizens safe from some attack they had to bring them to an underground cave community of either anti heroes or villains. I think a female lead (hero) eventually convinces the head of the community to allow citizens to shelter with them. I had originally thought it was the Underminers and Helen Parr but I couldn’t find it. I watch a lot of dcamu and other animated shows like Invincible so maybe it was one of those? I can’t seem to find it and my family thinks I’m crazy. Any help would be appreciated. Thank you!!
