Urgent- Cow help

I am a resident of rishikesh, and a cow has been bleeding continuously through injured foot since the last two nights in front of my main door. I did the first aid but it definitely won't help much. I tried helpine no., Gov vet no. But no response.

Is there anyone who knows a government vet, or someone who does work around it.

The help is seriously needed. I can't see him crying.
