International Divorce. Please help!

Going Through the Process

To start I have contacted divorce attorneys in my area and they quoted me $600 an hour. I cannot afford that and I have a simple(ish) questions, well simple if you have gone through this. I know I can hire a process server, but that too is insanely expensive.

My husband and I have been separated for 3 years. He left the USA in 2023 to go back to his home country Denmark. When he left we didn't divorce as he was very scary and I was afraid to bring it up. Well in the 3 years we have become amicable and both want a divorce. He has dual citizenship with the USA and Denmark but he doesn't plan on coming back here anytime soon. Everything I have been reading states that all I have to do is:

-File for divorce

-Have him waive his need to be served via a waiver of process (which he said he will happily do) via an international notary or going to consulate

-Proceed as normal with divorce

For anyone who has gone through this, is that all I have to do is get him to waive the service of process? Can I do this with an international notary? Can I send him copies of divorce papers via mail and he doesn't have to be served? There isn't an absolute clear answer online and again, I know an attorney can answer this, but I work minimum wage right and can't even remotely afford everything for an international divorce with a lawyer. I have researched so much and this is honestly my last stop before I give up.

Thanks in advance!!!
