Quick Ship Questions

I recently accepted a quick ship job (leaves next week) that I just found out will make me ineligible for the college loan repayment program. This is due to the fact that my leave date is less than 15 days away from my initial application for the program. My recruiter is trying to make me take the job anyway and forego the program entirely. Is anyone familiar with the ECLRP (enlisted college loan repayment program) or have any advice to offer on my situation? For context I have been waiting around 8 months for a job.
