Issues with my 3DS

I have two issues with my Animal crossing 3DS. The bottom touch screen appears to have some blotches on the screen. It did not fall or anything. I haven't used it in years and when I tried to play Radiant Historia I noticed it? Is this a normal flaw?

Also, I tried playing Legend of Zelda, A Link between Worlds and it will not play, I get an error message. When I retry to download it, I cannot because the 3ds store is gone. Is there anyway to redownload any games that you own?

I regret going digital on the 3ds.
